Make up a solution of baking soda, household ammonia or vinegar and water. Fill up the stand with this solution and allow to stand for a while. After 15 minutes check to see has the dirt been removed, if it has only rinse out. If not, allow it stand for another while but maximum 45 mins. After this period, your ceramic umbrella stand must be as good as new.
